Nancy C. Dougherty’s practice is concentrated in the area of higher education law, and she serves as lead private counsel to the Board of Supervisors of Louisiana State University and Agricultural and Mechanical College. She has handled a variety of higher education matters for the Board, including contract issues, student matters, Buckley issues, leases, servitudes, construction matters, labor and employment issues, health law and Medical Center issues, dual officeholding questions, ethics matters, and a myriad of other topics. In recent years her higher education practice has been concentrated in tax exempt debt issuances, and she has been instrumental in developing creative financing structures for the Board in connection with a variety of capital projects throughout the LSU System, including third-party financing arrangements through nonprofit LSU support organizations.

She has handled such transactions as the financing and construction of the Lion’s Eye Center in New Orleans, the Avondale facilities related to the University of New Orleans Research Park, the Navy facilities at the UNO Research Park, student housing projects at LSU in Baton Rouge, the University of New Orleans, the LSU Health Sciences Center, LSU in Shreveport, and LSU in Eunice, improvements to Tiger Stadium (most notably the construction of the new east side upper deck and Tiger Den Suites four years ago and the 2004 construction of a new west side upper deck, press box and club seating area), cutting edge energy efficiency and cogeneration projects at various campuses; the LSU Hilltop Arboretum, the Lod Cook Alumni Center, and each of the facilities at Pennington Biomedical Research Center, among other projects. In all Ms. Dougherty has represented LSU in the construction of projects totaling over $500,000,000.00 across the State of Louisiana, many of which required complicated innovative and creative financing structures. She is a member of the Baton Rouge, Louisiana State and American Bar Associations, as well as the National Association of College and University Attorneys.

In addition, Ms. Dougherty has been involved in numerous community activities during her years of practice. She now maintains sustainer status in the Junior League of Baton Rouge after approximately 20 years of active service. She has held many volunteer positions at First United Methodist Church and currently co- teaches a Sunday School class for two-year olds. Ms. Dougherty is currently active in several nonprofit organizations, including serving as a board member of Swine Palace Productions and Friends of Magnolia Mound. Ms. Dougherty has served as Chairman of the Board of First United Methodist Church, Chairman of numerous Junior League Committees, and officer and Board member of Cancer Services of Greater Baton Rouge. She was selected for inclusion in Best Lawyers.
