Paul Dicharry’s practice covers a broad range of environmental and administrative law matters, including regulatory and legislative drafting, contracting, compliance and litigation. Issues handled include permitting and compliance under all media (air, water, waste) regulated by federal and state environmental programs, as well as assessment and impact statements, wetlands, endangered species, natural resource damages, OSHA process safety management, and oil and gas projects. He has led complex remediation and environmental due diligence teams in several multi-million dollar projects and regularly supervises compliance and self-evaluation audits for clients.
Mr. Dicharry has represented clients before federal and state courts, as well as federal and state environmental and natural resource agencies, across the Gulf Coast. In addition to representation of clients in routine enforcement proceedings, he has coordinated multidisciplinary teams for joint defense in litigation arising out of contaminated sites, directed the defense in multi-media enforcement, and negotiated settlements covering multiple-facility operations.
Before his legal career, Mr. Dicharry served as Assistant Dean, Admissions & Records, Loyola University of the South (1971-73) and as Environmental Protection Specialist for the U.S. Coast Guard, Eighth District (1973-1981). Following law school, Mr. Dicharry joined the firm of Adams and Reese in New Orleans from 1981 to 2005. Mr. Dicharry joined Taylor Porter in April 2005.
Mr. Dicharry is a member of the Louisiana State Bar Association and is a former Chairman of the Association’s Environmental Law Section. He is also a member of the American Bar Association and its Section of Environment, Energy, and Resources. He is a former member of the adjunct faculty at Tulane University School of Law and has lectured frequently on environmental topics, both in the United States and abroad. He was selected for inclusion in The Best Lawyers in America® since 2005, Louisiana Super Lawyers and Chambers USA.
