Nancy C. Dougherty

Taylor Porter Partner Nancy Dougherty is experienced in multiple practice areas, including higher education law, nonprofit and charitable foundation work, governmental law, real estate transactions, and museum law. Ms. Dougherty is rated AV Peer Review by Martindale-Hubbell, ranked by Best Lawyers in America, and was formerly named an “Influential Women in Business” honoree by Baton Rouge Business Report for both her professional accomplishments and her contributions to the community.

Ms. Dougherty has handled a variety of higher education and public law matters for higher education institutions and the foundations that support them, as well as for other public and private clients. She has addressed health law and medical center issues, contract issues, student matters, Buckley issues, leases, servitudes, construction matters, dual office holding questions, Code of Governmental Ethics matters, procurement, including both the drafting of Requests for Proposal and Solicitations for Offer, and the handling of protests and appeals, as well as a myriad of other topics. She has extensive experience in tax-exempt debt issuances, and she has been instrumental in developing creative financing structures for higher education institutions and foundations in connection with a variety of capital and construction projects, including third-party financing arrangements through nonprofit support organizations. In more recent years, Ms. Dougherty’s practice has included and focused on representing nonprofit foundations that support institutions of higher education, including the University of New Orleans Foundation, the University of New Orleans Research and Technology Foundation, Inc., and the Southern University System Foundation. Ms. Dougherty’s practice also has involved general real estate matters and title examinations, including mineral title examinations. Most recently, she has assisted clients in qualifying and in filing applications for small business loans pursuant to the SBA’s Paycheck Protection Program under the CARES Act.

Over her years of practice, Ms. Dougherty has interacted with and appeared before numerous Louisiana state agencies and boards, including the Division of Administration, the Office of State Procurement, the Office of Facility Planning and Control, the Attorney General, the Board of Governmental Ethics, the Louisiana Board of Regents, and committees of the Louisiana Legislature.

Ms. Dougherty has handled transactions regarding the financing and construction of the Lion’s Eye Center in New Orleans, the Avondale facilities related to the University of New Orleans Research Park, and the Navy facilities at the UNO Research Park. Additional projects include student housing projects at LSU in Baton Rouge and the University of New Orleans; the LSU Health Sciences Center at LSU in Shreveport and LSU in Eunice; improvements to LSU Tiger Stadium (most notably the construction in 1999 of the east side upper deck and Tiger Den Suites, the 2004 construction of the west side upper deck, press box and club seating area, and the 2012 construction of the south end zone suites, club-levels, and upper deck);’ the Lod Cook Alumni Center; and each of the facilities at Pennington Biomedical Research Center, among other projects.

Ms. Dougherty has represented higher education institutions in the construction of projects totaling more than $500 million across the State of Louisiana, many of which required complicated, innovative, and creative financing structures. In recent years, she was among the team of Taylor Porter attorneys that restructured the operations of the statewide public hospital system into a public-private hospital model. She has also represented both public and private landowners in the lease of land for solar projects. She is a member of the Baton Rouge, Louisiana State, and the National Association of College and University Attorneys. She is a Fellow of the Construction Lawyers Society of America.
